Dominican Republic
The Dominican Republic is the most visited Caribbean destination by Latino families in the U.S. and has one of the most formal processes in the entire region for minors traveling alone or without both parents.

Paraguay's Code for Children and Adolescents and regulations from the General Directorate of Migration establish that young people under 20 leaving the country without both parents need notarized authorization. This means an 18 or 19-year-old, legally an adult in most countries, still needs the letter in Paraguay.
