What does Bolivia require?

Bolivia's Child and Adolescent Code (Law 548) and immigration regulations establish that minors under 18 leaving the country without both parents must present express notarized authorization from the absent parent.

What should the letter include?

The authorization letter for Bolivia must contain:

Minor's information: full name, date of birth, US passport and Bolivian national ID if applicable. Authorizing parent/guardian's information: full name, Bolivian national ID (if applicable) or US passport, US address, contact phone number. Companion's information: full name, identification number, relationship to the minor. Travel details: departure and return dates, cities to visit in Bolivia, airline. Notarized signature: the authorizing parent's signature must be certified by a notary public.

Is an apostille needed?

For the document to be recognized by DIGEMIG and other Bolivian authorities, an Hague Apostille may be required. Bolivia is part of the Hague Convention, so documents apostilled in the US are legally recognized. Consult the Bolivian consulate to confirm if your case requires one.

Special situations

Dual citizenship: If your child was born in Bolivia or has a Bolivian national ID, Bolivian authorities consider them a Bolivian citizen. Bolivian law applies regardless of the US passport. Altitude in La Paz: El Alto Airport is over 4,000 meters above sea level. If the minor has health conditions that may be affected by altitude, consider consulting a doctor before traveling. Minors traveling alone: Airlines have specific requirements for unaccompanied minors. BoA (Boliviana de Aviación), LATAM, and other airlines require additional documentation and a designated adult to receive them.

The main airlines connecting US cities with Bolivia are American Airlines (with a stopover in Lima), LATAM Airlines, Avianca, and Copa Airlines. Connections are usually made in Lima (Peru), Bogotá (Colombia), or Panama.
