Cuba is a special case among Latin American countries when it comes to minors traveling. Cuban immigration regulations differ from those of other countries in the region, and parents must prepare in advance to avoid setbacks at José Martí International Airport.

If your child has Cuban citizenship, Cuban authorities will treat them as a Cuban citizen regardless of their American passport.

What does Cuba require for minors?

Cuba applies its own immigration legislation to Cuban citizens, including those with dual citizenship. Minors born in Cuba or who have obtained Cuban citizenship are considered Cuban first.

For a Cuban-American minor traveling to Cuba, the following is generally required:

  • Valid Cuban passport — Cuban authorities require Cuban citizens to enter and exit Cuba with a Cuban passport.
  • Notarized authorization from the parent not accompanying the minor if the child is traveling with only one parent or another relative.
  • Compliance with visa or travel permit requirements as applicable to the family situation.

Main airports

  • José Martí International Airport (HAV) — Havana (main)
  • Abel Santamaría International Airport (SNU) — Santa Clara
  • Frank País International Airport (HOG) — Holguín
  • Antonio Maceo International Airport (SCU) — Santiago de Cuba
  • Jardines del Rey International Airport (CCC) — Cayo Coco

What should the authorization letter include?

The authorization letter for Cuba must contain:

Minor's information: full name, date of birth, Cuban and American passport number. Authorizing parent/guardian's information: full name, Cuban passport or identity card number (if applicable), US address, contact phone number. Companion's information: full name, identity document, relationship to the minor. Travel details: departure and return dates, cities or provinces to be visited in Cuba, airline. Notarized signature: certified by a notary public.
